Disable or uninstall the anti-virus as a temporary measure to see what happens with Evernote. If that resolves the issue then either change anti-virus program or raise an issue with the AV provider.

It was resolved back in April but it seems has returned as an issue more recently. The reasons why the updated cannot be manually changed have been discussed many times in other threads. I'd hope for a resolution on the substantive issue in the next release.

Presumably you have Free account. For a long time these accounts have been limited to two devices that includes the web. They are also limited to two unysncs per month. You have to unsync sufficient devices to be able to then add the desktop.

A ToC item links to ash actual note. If you create a ToC item you would have to manually create the associated then edit the ToC to embed the note link.
