You were evidently on one of the old grand-fathered plans which were discontinued late summer last year. You were transferred to the Personal plan
All prices were later increased which takes you to the rate you describe.

Also you might like to edit your post and remove your Email addresses. It is known that including Emails in these forums can lead to unwanted spam.
If that is the case then tell your card company and request a charge back/refund. The card company should not have processed a charge on an expired card.

Disable or uninstall the anti-virus as a temporary measure to see what happens with Evernote. If that resolves the issue then either change anti-virus program or raise an issue with the AV provider.
It was resolved back in April but it seems has returned as an issue more recently. The reasons why the updated cannot be manually changed have been discussed many times in other threads. I'd hope for a resolution on the substantive issue in the next release.
Presumably you have Free account. For a long time these accounts have been limited to two devices that includes the web. They are also limited to two unysncs per month.
You have to unsync sufficient devices to be able to then add the desktop.
A ToC item links to ash actual note. If you create a ToC item you would have to manually create the associated then edit the ToC to embed the note link.
Penultimate is no longer available for new downloads. If already installed you can continue but once uninstalled it cannot be installed on a new device.
I understand that it isn't possible to support the app and use is very low.
