Local Notebooks; notes are only stored offline on the device - there is no sync to the cloud or other devices
Local Notebooks are only supported by the Evernote Legacy product
This feature was dropped with the v10 product

The web counts as one device
You can use the downloaded software on one other device
Using the web, access the device list in your user settings
You can revoke access to any unnecessary devices

Learning scripting with Applescript is absolutely worth it
I use various scripts to enhance my workfows, including the previous mentioned import of .csv files
Of course, it helps if your apps are integrated with Applescript
It's an important must have for me, and one of the reasons I'm not using the v10 product

Use created:20170101 -created:20200101 to return notes for your date range
(all notes created on or after 20170101, exclude notes created on or after 20200101)

We don't get a numeric sort - this is a character sort
To get your desired sequence, use the same length of characters for each number 01, 02, 03, ... 10, 11, 12, 13, ...
for example

Evernote Structure is Stacks > Notebooks > Notes
alternatively Tags > Notes
I have minimal notebooks; Tags are my solution for organization
Tags have a parent/child hierarchy for unlimited levels; maximum 100,000 tags
There is no Notebook > Sections
and no Note > sub-Note (Page > subPage)
I can simulate additional levels using prefix naming
For example: aaaaa > aaaaa-bbbbb > aaaaa-bbbbb-ccccc > aaaaa-bbbbb-ccccc-ddddd
>>build TOC (table of contents)
This is my solution
It doesn't have to be a separate ToC note, just links in the notes

Make sure you're working in the Tags page - not the sidebar
To open the Tags page, click the Tag icon in the sidebar
To delete a tag, right click the tag

Version 10 offline database files - Change Preferences to disable "Save Data"

Legacy Version offline database files - No disable option but can be deleted if you are no longer using the Legacy product

fyi The app automatically maintains a local database for offline use
I use the Legacy product and am able to export my entire database
I use the html format.
To maintain the notebook structure; separate exports are required for each notebook
I have this scripted on my Mac as part of my data backups; a weekly full export
