Um, sort of, but probably not what you want. You can isolate to all the notes in the notebooks in a stack; the resulting note list will be sorted by whatever criterion you choose, which can be notebook name. You can also isolate to notes across multiple notebooks using other search criteria -- by tag is popular. Link to comment

As in opened in a window of there own? Nope. You can have a window for every notebook that displays a note from that notebook, but not a window for every notebook displaying the note list for the notebook. Link to comment

Although... if you created a Table of Contents for each of your notebooks and opened those Tables of Content in separate windows...
