I usually operate in "All Notes" view; I have minimal notebooks

You can execute saved search but it only allows specification for a single notebook.  
- specify different criteria, or a notebook stack

Um, sort of, but probably not what you want. You can isolate to all the notes in the notebooks in a stack; the resulting note list will be sorted by whatever criterion you choose, which can be notebook name.

You can also isolate to notes across multiple notebooks using other search criteria -- by tag is popular.

As in opened in a window of there own?  Nope. 

You can have a window for every notebook that displays a note from that notebook, but not a window for every notebook displaying the note list for the notebook.

Although... if you created a Table of Contents for each of your notebooks and opened those Tables of Content in separate windows...

Yeah, you just can't get the note list itself in more than one window unless you use a browser.  Not sure what the OP is actually looking to do.
