Notes created by Freewrite app are owned by me but are all View Only

All notes synced to Evernote from Freewrite are View Only.

I created the notes in Freewrite, which has permissions to Evernote, but they are all marked View Only.

Then that's what you'll need to do.  We are only user helping other users.  To get help from Evernote support you'll need to open a support ticket.  This is included in the paid subscription plans.  If you are on a Free account you'll need to pay for support by subscribing for one month.

The notes send by another app via API are owned by this app. It is normal they will be read only in the EN app.
