Sync is always on with WiFi. Go to settings and un-check Synchronize on WiFi only to enable sync on cellular.. You can drag down on the note list or go to Setting on the iPhone to force a sync. 1 Link to comment

If it does not work (which may happen due to security stuff on the network), switch WiFi off and sync via mobile data link. As long as WiFi is on, it will not fall back to mobile. To sync on mobile, EN must be allowed to do so in the settings, mobile network. To find out whether the WiFi is restricted, move over to another WiFi (maybe one in a Coffee shop, mall or hotel, the open type) and try again. If it works, somebody locked up the network you usually use. Link to comment

Evernote does not ever sync between devices/clients. It always syncs to the Evernote servers, which then syncs to other devices/clients as needed. And it should all happen automatically. It is pretty easy to create a new account by accident, and this means the client on the desktop will only find the "content" of an empty account. Link to comment
