There are native installers for Windows and MacOS. https://github.com/vzhd1701/evernote-backup/releases/tag/1.9.2 No need for Docker or Python.

There's no confirmation that this issue is because Evernote turned off sync for the Legacy applications although there are a number of reports that this is an issue for some Legacy users since last week's service outage.
You are correct that v10 does not work with versions of Windows earlier than Windows 10 but it should be possible to upgrade an operating system to Win 10 and then work with the newer version of Evernote.

You may be able to locate a download from the Internet for Evernote 6 which is the old Windows version. But be warned. There are increasing numbers of reports that the old version is having sync problems.
You can get a download of your notes in the ENEX format with one of the third party backup utilities. I use a Github project called evernote-backup and I know others use Backupery.
evernote-backup is free but requires a little technical competence. Backupery has a fee for use.
I schedule evernote-backup to do its things every Sunday morning at 5am so I always have an up to date set of files.

You should rely on the official web page https://evernote.com/release-notes
It is not unusual for auto-updates in app to get stuck on an old version.

Windows 7 doesn't support the Electron framework that Evernote users. Your only option is to upgrade to Windows 10 to use Evernote 10.
You can search online for archived copies of Evernote 6.24.
But you should not expect that this will continue working in the future.

The current release is Evernote is 10.63.2 That might assist...

Evernote v10 has been withdrawn for versions before 10.60
But, in any case, the Electron framework which runs Evernote doesn't support Windows 8.
You should treat updating to at least Windows 10.
Otherwise I'm afraid that your time with Evernote is likely to be at an end.

I only received 10.55.1 today.

Like others I have a notebook for the current tax year. I create a desktop folder on my PC and link that as an Import Folder to the Evernote notebook for this tax year. Every bill, receipt and other tax related document is dropped into that folder and automatically appears on a new note in the notebook.
I also have a scheduled cleanup of the Import Folder so that I don't build a large folder.

Remove the card in question and also select Cancel at the bottom of the screen. Both will take effect from the renewal date. Cancelling drops down to the Free account.

I'm not sure that I need to. I'm another user trying to point others to answers to issues the raise.
I don't accept that Legacy is no longer available although I do understand that it doesn't work for some. Equally there are some users who cannot use v10 eg those still using old versions of Windows.
I'm not trying to win an argument. Rather registering that those who currently use Legacy need to make a plan for the future. For some that future is arriving sooner than for others.
I wish you well in your search for a solution.

Sadly, this is no longer true. Plus is now withdrawn. About a month before your renewal is due you will be told you are now on the Personal plan. Your options will be Free or Personal. Enjoy the deal you have for as long as it lasts.

The Plus plan has been withdrawn. Your choice is Personal or Free. To switch to Free access your account settings and choose Cancel. Also remove your saved card details. Try the Free plan and see how that works. You can pay the Personal price at any time. Or choose Personal 8f you need the features it offers.

The printing issue was resolved for me a couple of versions back. Make sure you are on the latest version - 10.63.3 by downloading from evernote.com

The authentication issue is now resolved so the web clipper should be working.

The XLS file format has not been recommended for 20 years or more. Perhaps the developers considered this as too out of date.

I just ran a simple test. I created a spreadsheet in XLS format and popped it into a note. I resaved the spreadsheet in XLSX format and popped that into a second note.
I searched for a string that I had included in the spreadsheets. It immediately located the note containing the XLSX file but not the XLS.
I conclude that content in XLS files isn't scanned. I'll wait a few hours and double check.

All the data and information is stored on your machine. The only interaction with the external world is during the login to Evernote and then over the SSL link to the Evernote servers. That's what you do with the apps too.
But it's only a suggestion. You'll do what send best for you. @gazumped had suggested the by-notebook export. This was always the archived way of exporting since the bulk method loses the notebook information.
