How to deactivate/permanently remove seats?

OK, I can deactivate a single seat - but what's the consequence of deactivating it?
Can it be re-activated for an other user (eMail address within the company)?
Will it be removed from the next annual bill?
    ... And if not: How can a Teams account be shrinked down to less seats?
