I'd certainly smile if I saw it, but I'm not holding my breath unfortunately. The difficulty I think is that this sort of thing is not natively supported by the either Mac or Window's scroll bars. This means that Evernote would have to write their own scrollbars for the Mac and Windows versions and replace the system scrollbars. Certainly a possibility but I suspect a rather onerous undertaking. Link to comment

The scrollbars (of Chrome and Evernote) do not look vastly different. But I agree this is not like an easy implementation. Just have a proposal since this feature in Chrome brings much convenience.
