Is this a bug

I am trying to set up 2 step authorization for the first time. However once I enter the emailed code into the process and go to the next step to enter my mobile number, I get an error message "Too many sms sent to this number, try again later". I don't know why that would be a thing? Is this a bug.  I waited and tried later but go the same error message. It is not allowing me to set up the 2 step auth.

Hi.  We're mainly other users here,  so I'd suggest you contact Support* - I have no idea what they consider to be "too many SMS" but I see the password was changed 4 days ago,  so maybe if you have received several messages that triggered the warning.
