The only important thing to access it while offline is to stay logged in when online. The computer can be shut down, the EN client closed, no problem. But it will remember if it was logged in the last time with internet connection. If yes, it will open the offline access. On mobile it is as it always has been: Offline download is a subscribers feature. It has been improved a lot compared with the old clients. What is still the same: You need to define what content should be downloaded - default is no offline download. Link to comment

There is a Setting where you can change it for all new PDFs added going forward (see screenshot below), but for those PDFs that you have already added, you have to change them all one at a time with the 3 dots More options. (This only works on Web and Desktop. On mobile, there is no way to view a PDF inline as part of the note.) Link to comment
