Is there a better way to recover data from local notebook other than this:

If you have data corruption in your Evernote because of hack, import your backup, delete your corrupted notebook after you are certain Evernote customer service cannot recover your notebook data. Go through all other notebooks to look at each notes are updated after the backup notes date and move to your "imported notes" notebook.

My backups include the raw database data
Recovery method is a restotre of the database from backups

btw  After a merge, the original notes can be retrieved from the Trash

Depends on how many notes you are trying to recover.  If one note import into the imported notebook, move the note, delete the imported notebook.  If the whole notebook, backup what is left in the current version of the notebook, delete the notebook, import the backup of the notebook, rename the imported notebook.  Those are the easy ones.  If it is some subset of the notes in the notebook based upon some conditions, that is some grunt work based upon the conditions, the PITA case.
