Can't Add Rows to Tables

When I click on the option to add a row at the bottom of the table nothing happens (since a recent update). And when I click the + it adds a row in the middle of the table instead of where I am.

Also certain rows won't delete.

what happens when pressing the Tab key on the last cell of the last row? usually a new row is generated then.
