Is Just for me or Evernote is incredible slow to create notes since July?

Yes, It is very, unreasonably slow. Sometimes you won't be able to even create a note, unfortunately.

When I create a new note on Desktop it is pretty slow for me too and then I end up with anywhere from 1 to 6 new notes. This started pretty recently for me — somewhere within the last few weeks

Since the web client is the subforum, this refers to the web client: No, no significant difference noticed, creating new notes works as it always did.

Maybe check your internet connection. The web client depends 100% on your internet speed. There are connection types that depend very much on the number of participants per Network node. In such cases internet will be fine during the day, and when everybody is home using Netflix, the same connection suddenly sucks.
