No Synchronisation of Clipper or ScanSnap

Notes created by Web Clipper from Edge or by Scansnap are visible on the Web and iPhone but are not appearing on my Windows 10 Desktop V22.
There appears to be no mechanism for forcing a Synch
Merely closing Evernote or doing Forced Reload has no affect
Rebooting the PC seems to provide an answer but who wants to be doing that every day.
Any solutions?
