If you'd like to post this in the Feature Request forums, you might scare up some votes to support your request. Meantime - it used to be in Evernote Legacy that if you exported a template note to ENEX and saved it to your desktop, a click on that file would generate a new note in your database with the same layout. Haven't tested that in v10 though. Link to comment

Because you can define more than one import folder, each linked to another notebook, you can even specify the notebook into which it imports. I have placed the import folder (I use just one) on my desktop - so it is always available to drop something into EN. If it is an ENEX file, a note is created with all the bells and whistles, like format, tags, title and even attachments, if needed. Link to comment
