Stacking Notebooks on the Windows 10 version

Hi guys,

I am new to Evernote and recently started a premium account. I am interested in organizing my notebooks into stacks. I've created two notebooks (RECIPES and FOOD) and when I try to hold and drag nothing happens. I read something about you can't stack by this method on more recent version of Evernote. Is there any other way I can create stacks?

Drag and drop works fine for me, but the important thing to understand is that you cannot drop a notebook onto another notebook that's already in a stack, which appears to be the situation that's occurring in the picture above.
