Version 6.7.6.7584 "cannot connect to server"

Hi,

 

I just installed version 6.7.6.7584 on a  Windows XP  (SP3) desktop. When I try to run the program I receive the "Could not connect to server ..."  errmsg (see attached) even though I *am*  connected to the network.  Any thoughts?  EDIT:  My  WiFi connection is to a cellphone hotspot, I.E. I'm using Cellular Data.  Could low bandwidth be the issue?  I have also used XPLite to remove IE and "optional" system components such as the "Connection Manager" .   What component of Windows to EN use to detect an internet connection?

Not only detect - but data transfer: Internet Explorer.
