The article you cited only refers to creating links from notes. This is different from the auto-updating table of contents which uses links from headings that are within the note. Watch the video below and you will understand.

I think I figured it out here. The secret is to always type ">" first and then type "-" (3 times). That way it turns into a long arrow.

I always keep the sidebar collapsed this way the size of the buttons doesn't bother me and gives me more space.

Mike P gave good ideas. The truth is that we don't know when and if Evernote will implement this in V10, so if this is really important to you, it might be a good idea to start testing other applications that meet your needs.
