Thanks @Mike P that's a good tip but highlights what I've been saying about EN is still true.
They have a 3 dots menu feature added ad-hoc on top of the original, classic menu system. The New Window menu item on the former is implemented differently than the New Menu item on the later. The programmer who wrote that, and the manager that approved it, frankly suck at their jobs and should be ashamed. Rushed feature with no regards for the problems it would cause to maintain it. Oh that New Window bug, tell support we fixed it. Now support ignores all new reports of the problem and devs never know that there's a 2nd, separate bugged New Window command. GRRRRRRRRRRRRRRRRRR!!!!!

I have only the two notes open in EN. Both are full screen. Cmd-` doesn't seem to do anything in this mode. Should it?
I was able, with great difficulty, to get Mac to tile the two notes vertically so they are both on the screen, both the same size. If both are in full screen mode, tile command under the "Window" menu is greyed out. If one of the notes is in partial screen mode, the tile option is clickable, but it doesn't seem to be very smart. You have to put BOTH notes in partial screen mode, then the tile command will do as expected. Once tiled, I still couldn't get the Cmd-` toggle to work, which would have saved me a lot of clicking. Nevertheless, once I figured out tiling windows within an app, I was able to solve my original problem. Thanks.
