If you log in at the link I gave you,  there's a form by which you can contact support.  If you haven't yet checked your upload allowance via the website I recommend you do so - your devices may be misleading you.  I'm not asking you to spend money,  just trying to ensure that you have taken steps that might result in getting the issue resolved.  Support would simply take you through the steps outlined in the help sheet anyway.
