If you File > Exit in EN Desktop and log back in, the tags should have auto arranged themselves. If there's a problem with that feature you could, for the moment, create your own structure by nesting tags together - either in meaningful groups like Home and Work, or under A, B etc as virtual alpha 'dividers'. Sort is fine on the web and on ios, but random order on last several Windows updates. Order may relate to date or creation or editing. Support has tried to help, but been unsuccessful so far.
