The phone doesn't sync with the laptop directly - both connect with Evernote's server and any changes get passed from one to the other. Link to comment

I had until day befors yesterday the exact same problem as you for well over a month. I was about to give up. I went to town to a local McDonald's and my laptop synced like a champ. Within 15 minutes the month and a half log jam completely broke. Link to comment
