I see there is a way to send my contact info to someone immediately after scanning in a business card. However, is there a way to send my contact info even without first having scanned in a card?

Not as far as I know. You'd have to just send them your vCard from your contacts application, or create a contact note for yourself in Evernote which you would then share with that colleague I suppose.
