Any ideea why the Yandex Store version is behind

Hi,

 

I use Evernote for android on a tablet and a phone; the tablet has google play, but the phone doesn't - but it does have the yandex android store.

 

Why is the version in the yandex store always so late to be updated?

I could be wrong about this, but since I used both the play store and the Amazon android store: I've gotten the impression that putting up new versions is up to the store folks and they have varying lengths of time as to how quick they do this. (Also, obviously, don't have everything that the play store has). I imagine they would say they are checking the new versions very carefully. The cynic in me believes that it might have to do with staffing.
