on iPad running iOS 7 and EN 7, my home screen consists of a left panel (notes, notebooks etc) and the remaining 2/3 of the screen to the right of that panel is a blurred view of  - I think - note cards.  I can't find a setting that lets me make that 2/3 of the screen into something.  Is there such a setting? thanks

When navigating the top-level of the menu (the so-called "home screen") - yes.

When you are at the top level, there's not much to show... you haven't selected a note or notebook at this point what is there to show?

That being said, I agree, there are likely ways that more information could be displayed as part of the "home screen". For example, the panes could "fold out" as you navigate down into each layer. Tap notebooks, the list of notebooks unfolds to the right rather than overtaking the home screen. This way you could still easily tap any other element of the home screen without tapping "back" first.
