Unable to create new note in 10.63.3 for mac, via CMD+N or File>New Note

While working on a note, and then attempting to create a new note via CMD+N, nothing happens and no new note is created.  When I go to File > New Note, all the options under FILE are greyed out.  

The only way I can create a new note is to pull up the main Evernote window and click the green New Note button. 

This started after the 10.63.3 update. 

Am I doing something wrong?  Been using Evernote for over a decade and this was an easy-to-spot workflow change in my daily use of the platform.  And, I can't find any forum notes on this issue yet.

I had to fully uninstall all files pertaining to Evernote, then install the most recent version and all worked as expected. 

When simply overinstalling any higher build from 10.63.3 I ran into the same evernote quite unexpectedly error messages.
