They do not indicate how many notes are associated with the tag, but in many cases, the tag itself can be seen as indicative of something going on. For example, a teammate can create a tag "my_supervisor_sucks" or other similar slight which in every other case is ONLY seen by that creator, yet on the home screen everyone on the team or organization will see it. Is this a bug? Or am I missing the significance of this "feature"? Link to comment

Not a bug. Your Admin may have some control over access to tags, though you may want to ensure that teams get coaching on a centralised tag system that probably should not allow personal comments to be made on the office network. If you do allow anyone to add any tag, the categorisation will be basically useless. Different terms for the same thing (and misspellings of those terms) will dilute any value your tags may offer.
