Can not set up 2FA

I tried setting up 2FA but the only option it gave me was via a cell phone. I use Authy (essentially the same as Google Authenticator), but in the 2FA set up process it did not give me the option to use an authentication app. Any idea how to set up 2FA using an app instead of cell phone?

Free users can only activate the SMS version.

Authenticator use is a subscribers feature. I use Authy as well, works fine.
