I have Android 11.
Evernote 10.24 (1119764)
It happens regularily and for a long time with online notes, over any network, after reinstalling and clearing all app data.

It is too much to ask to pay for the app with such obvious troubles.
Especially annoying is suggestion to subscribe repeated every month despite that I CONFIRM every time that I don't want to pay for troubles like these.

While staying on Free, you live off the marketing budget. You „pay“ for this transfer of funds by accepting the nagging.

Don‘t like it - your choice. But don’t expect it to disappear, just to not disturb your „free“ lunch. Case no nagging is important for you, pay or leave. Or learn to live with clicking it away.

Nope. The developers are living off the marketing budget instead of improving the quality to increase the subscriptions.
It is not the customers fault that the app not good enough to pay for.

It's a wrong way to increase the subscriptions. Good apps improves quality but not nagging features.

It should disappear according to the text on the button which says (lies) every time that it's the last time of the offer.

Yeah. That's why you decided to write out your offtopic opinion.
I would recommend you to realize that your messages harm the already shaky reputation of the app. Take care of that at least.

To sum it up: You want it all, you don't want to pay, promotional discounts are all a cheat, and you have a problem with other opinions than yours.

If everything a company does is so opposed to your own deep feelings, the question arises: Why are you still using it ? Especially it it is so deficient it is not worth paying for. Then why to you spend time using it ? No better idea to support your use cases ?

In fact I really don't care if you think I am damaging the chances you could ever subscribe. You won't (you tell it yourself), and since you do not contribute to anything, from my point of view your use of EN is accidental.  It is no harm, but it doesn't spark joy either.
