Why not ?

Photoshop is loading itself, and that is it.

EN needs to connect to the server, check for new stuff, organize your home view etc. It is much more active on starting up than a „dumb“ picture manipulating software.

The M1 notebooks have a very fast SSD connection (fast enough that swapping between RAM and SSD is hardly noticeable). Since the M1 is among other features optimized to load installed software very fast, apps that need to open themselves will benefit more than those that need to process server data.

It all depends on where the bottleneck is located. If it is the network or a remote server, you can have a whatever machine sitting there and idling while the data trickles down.
