"Pin to home" fails in EN-10.22.3

Ever since updating my Windows PC to EN-10.22.3, I can not "pin to home" a different note.  When I try, I get I get "Sorry, were having trouble loading Evernote".  Reloading does not help, rebooting does not help.

<FYI:  When I try the web version in Chrome browser, I get "Sorry, we’re having some trouble loading Evernote Web."

You can try this on the PC:

1. Go to File > Sign Out [name] from the menu bar.
2. Select the "Remove my Evernote data from this device" option, then click Sign out.
3. Restart your computer.
4. Sign back in to Evernote
