Sync Issues/Connectivity Issues [Especially if in Vietnam]

I have the same problem. But I solved it. If you are in VN, try to connect your laptop with mobile phone internet (I used mobifone network). Sign in with mobile network, but Sync still works with regular internet providers

It is obvious that Evernote is not interested in fixing this problem. After I paid the service I was logged out and since then I can't login using desktop etc apps. Only web working. Kept getting the same error.

0% HTTP request failed, code: 429, error: OK

The whole reason I  wanted this service was cause of it's smooth sync when I started with this app. And now I can't even login in to the service and Evernote is not responding to any of my complains/tech support. 

Is there a way to claim refund and get out of this service?

connect to vpn and try to login..it worked.

Having the same problem right now in Portugal.

Can login via web, but with the app I get code: 429, can't have a VPN due to the company policies.

The problem is still not resolved until now.
I cannot access EN from Vietnam IP address until using VPN in the past 3 weeks.
And I also upgraded my account plan.

If the problem is still not resolved.
I'll consider to change services soon.
