Sync not working for long time user; Account Info shows allowance used as 1%

You might want to check your activity log to see if you've been having connection problems: Help / Activity Log...

Also, you should mention your Evernote version number.

That sounds like the point the security issue was dealt with. You need to upgrade. (Old versions of the client have been blacklisted on the server and will not sync)
