Ink PDF

Trying to figure out how to Ink a pdf on my Surface Pro.  I read a lot of PDF's and I need to be able to make handwritten notes as I read.  If it's not possible, similar to OneNote, then it's a dealbreaker and I'll be going back to OneNote.

I'm not a Surface user but I know Evernote has an annotation feature feature for pdfs

There are many third-party apps that do pdf annotations.  I also use iAnnotate on my iPad
