How do I create a new notebook on Windows Desktop?

When I try to create a new notebook, either by going to the FILE, NEW NOTEBOOK command, or using the shortcut, nothing happens. 

 

I am a premium member and only have 4 notebooks. 

 

When I go to the web version, I am allowed to create a notebook.

 

Any ideas?

Try right clicking on Notebooks in the left pane, it should present the Create Notebook option.
