Yes, EverNote does use PayPal as a Payment Method but as long as you're from the PayPal Supported Countries list. There are over 200+ countries in which you can use PayPal & I think your Country Israel is listed in the Supported Countries List but if you're from any of the unsupported countries (Source: https://www.payoneerhow.com/paypal-unsupported-countries/) then you won't be able to use PayPal neither with Evernote or any other marketplace.
