Basic question: can I create notebooks in advance of 'clipping' and if so how do I create a notebook?

Hi.  Depends what device you're using and how you're clipping.  Broadly,  yes you can create a new notebook when you want,  both before or during clipping.  More here about creating notebooks in various platforms... How to organize notes into different notebooks

- And you can create a notebook as you clip on a desktop: type a name in the 'find' box - if it's not found,  you;ll have the option to create a new one.  Beware you can only have 250 notebooks in total,  so only create a new notebook when you absolutely have no other choice.  Otherwise,  look into 'tags' - see the help pages for a lot more on that...
