How works background sync?

Here I'm again Are there any plans to overcome the limitation? Messenger, Mail... and tons of othe apps do refresh in the background. What is the problem for Evernote? The consequence is that the reminders functionality is almost dangerous. If a reminder is created on other device than the phone, and I dont run the app to get it synced... the alarm wont come? -
Thanks for guiding! Moving to the current version app 10.35 according to what I see in the App Store. No red dot, no mails however :(

So what is the cure for the reminders to work in iOS? Manually open the EN App here and there? Sounds like a hard limitation
