I wanted to follow up. My issue appears resolved with IOS V 10.4. I can select a protected MS Excel spreadsheet and open it, fill in my password, and the spreadsheet opens in the viewer just like before. I have tried it with MS Word and it works too. I have not tried other file formats.

I wanted to add that my "workaround" was to install Excel on my phone so rather that "open" I hit the "down arrow" and save to files, then I can open in Excel. Hope they get this fixed soon.
