Why is my EN not updating to 10.3

I am having a problem with the app updating as well. Every time I check for an update, it says I have the most recent version. Screenshot taken tonight:

I saw that 10.2 was released but when I go into Evernote for Windows and click on Check for updates, it tells me I am up to date with 10.1.7
