Yes, would love to have this feature too. For such a great tool as Evernote, it's silly to force users to fiddle about with workarounds for this (e.g. changing the sort order artificially to make the one whose heading you want to preserve uppermost). It's about filing and sorting and should be a simple operation. Instead it creates a waste of time and a frustrating distraction from the job at hand.
