Same issue. I hate that they ruined Penultimate. I moved on to Noteshelf. Works well

Won’t export PDF from Penultimate

Same problem. I switched to Noteshelf from now on. It's easy to export notes to PDF to share them with others. I used to use Penultimate for music writing, and then I could export my notes to PDF and share them with my band. No more.
