FEATURE REQUEST: New options for "Created" and "Updated" dates

I have two feature requests:

1. Add this configuration option for the "Updated" date of notes: "Changing tags renews 'Updated' date".

2. Add this configuration option for the "Created" and "Updated" date of notes: "Always show date". This should prevent EN from showing "Today", "Yesterday", "1 minute ago" and so on here.
