All devices sync to the Evernote Cloud Service, not to each other.  If you'd like to provide more details about your issue, perhaps we could help.  Generally the EN Web client (NOT Beta) is expected to best reflect what's current on the EN Cloud.

 

If you wish, you can Submit a BUG report via an EN Support Ticket. In the Support Form, select "Report a bug, crash, or data lost", and start the Ticket Title with "BUG:  " to make it clear.  Reporting a bug should be available to all users, including Free Account owners.
