Horizontal rule w/ bullet points

Is anybody else having this problem? Does anyone have a solution?

 

This problem only appears on new notes created after the most recent software update. I'm using iOS10.8.5.

 

I used to be able to separate two bullet points with a horizontal rule by inserting the horizontal rule with my cursor at the beginning of the second bullet point. When I do so now on the aforementioned notes, the rule is placed after a blank line. 

 

Desired:

• Point 1
  • Point 2

          --------------

• Point 3

 

Actual:

• Point 1
  • Point 2
•  

          --------------

          Point 3

 

 

I can get the desired result by placing a horizontal rule w/ my cursor at the end of the first point but only if the two points are on the same level; otherwise, the following results.

 

Best current alternative:

• Point 1
  • Point 2

                    --------------

• Point 3

 

I believe this is a recent issue but apologize in advance if I'm repeating an earlier query.
