On Windows, there's no way that I know of using the Evernote client, but the Evernote global hot key, Win+Shift+F will open up Evernote from anywhere in Windows, and set it up for a new search. Alternatively, you could possibly do something the the third-party AutoHotKey; you should at least be able to activate Evernote from anywhere in Windows. Link to comment

I can activate it from anywhere but was looking for a feature similar to OneNote where you can have your notebooks and notes always on top and available.
