I would like to change my passphrase but don't seem to be able to.

If I right click I can encrypt or decrypt a word. If I highlight another word and right click encrypt, it encrypts that word with existing passphrase.

Also is it possible to create a 'local notes' on my phone as well as my pc?

For example: I can encrypt my bank information on my pc stored in the 'local notes' so that it does not sync to Evernote. But I would like the same information encrypted on my mobile, without it being able to sync. to Evernote.

No. Mobile devices do not have this ability.
