Can I use Ink Tools to highlight items or add notes I've copied using Clip Selection or Clip Screenshot?

I don't think so, but it's a great idea. As near as I can tell, the only editing of images you can do is general enhancement--rotation, contrast, etc. Text notes can be edited, but as the background color isn't manipulatable highlighting isn't a possibility.
