Can't make "my request" from the Japanese account

Hello, I've been trying to make my request to enquire about the billing but the Japanese help & resource page somehow doesn't direct me to the request form, but always forces me to sign in and land in the top page of my Evernote. Does anyone know how I can reach out to the customer support from Japan?
